So, Shizune tells me I have to make this announcement myself, being Hokage and all. And I couldn't bribe anyone else to do it. She's just trying to force me into public appearances. Why can't she let me gamble in peace?
Anyways, the Leaf Village is hosting a special festival in honor of the Gear ninja and their accomplishments as a village. The Metro Chunin Exam was a big success, etc, etc, and I hope you all come to gambl- I mean, have fun at the festival.
... Am I done now? Give me back my cards! Shizune!

Greetings my fellow ninja! It has been exactly one year since our last meeting...and it would seem this year's gathering shall be at a festival no less! I for one, am thoroughly excited and have trained extensively for this. I expect each of you to remember the words of my most wonderful sensei and let the power of youth explode!!
Even when having fun, a ninja must never slack off and quit his or her training. It is important to conquer ANY weakness! So I expect you all to enjoy yourselves with gusto!!
And I...hopefully THIS year...can use the romance of the festival's atmosphere to woo my lovely Sakura-chan~! <3

My fellow shinobi, no longer will Konoha's Noble Green Beast be distracted by silly people trying to make planes that can swim. This year Might Guy will be here to instruct you personally! We're a little short-handed on security, so we're calling upon the ninja of the Hidden Gear to find it within their hearts to rise up to the challenge with all their might! Your village needs your hard work and determination!
As part of my rules, for being late to the Chunin Exam last year I still must swim up two waterfalls and scale the mountains of Konoha using only my pinky fingers. But once I am finished, I will return to you with more information!

Sarutobi Asuma reporting as ordered Hokage sama. It is to my understanding that we are returning to "the village hidden in the gears". I can assure you that squad 10 is ready and waiting for your
order to depart.
(Now if I can only convince Shikimaru that he needs to go, that is the real challenge).

Why does Guy-Sensei have to volunteer us to participate in this festival without asking us first? Well last year wasn't so bad. I guess I'll give it a try. Who knows it might prove to be entertaining.

well.... you can meet up with two ppl before the actual questing begins and you dont have to cosplay anyone or anything like that
as for the "festival activities"... they're like carnival games that you can play and get prizes if you dont make the cut off time for being a ninja for questing

To add on to Hikari's great answer: If you show up without a group but want to quest, you will still need a three-ninja team - but we will be pairing up any doubles or singles that need to become a triple!
