Can anyone help me? I need a free program that can manipulate audio. Something that can seperate vocal from instramental and add sound effects. If anyone knows of a free program that can do that can you tell me?

Are you saying that you have a clip that has vocal audio and instrumental already on it that you want to separate? Or you have a clip with vocals and you want to add music and be able to manipulate them separately?
Because if you're looking for a program to do the latter Windows Movie Maker is a pretty good choice.
If you're looking for the first though, I'm not sure I can help.
Good luck with whatever project you're working on, anyway, and I hope you get it all figured out!

okay............now I'm gonna put my audio engineer hat on.....

now the key to the vocal elimination is all a factor on the EQ structure of the final mix (quality of the song is KEY here i.e. high sample rate).
the truth is that it is very difficult to completely remove vocals from a song. However, with many songs, and the latest technology, it is possible to do a "decent job".
Phase cancellations/stereo inversions are the down and dirty way of doing things.
but if you happen to get a hold of a audio editing program that uses VST plugins one good one is "Extra Boy vocal removal" .
there are tutorials online to try with these programs ("warning" there is a learning curve)
now automated ones are interesting subjects.... you basically at the whim of pre-made templates that aren't the best fit for every single song too....
I really cant recall any automated programs that do so (seeing how I've always done it manually)
but yeah the point of the post is to explain that Quality of the song both the engineering side of it and the digital aspect. so heres some free editors: Audacity, Wavosoar(supports VST), and goldwave.
p.s. I use pro-tools, acid, goldwave, and cubase for my audio editing

Thank you guys. That actually helps. I have to make music for a pantomime and now I can. YAY!!!!
I just realized that, while I may know how to get rid of vocals, I don't know how to add sound effects, but I have sound effects. *hangs head*
