How to achieve scanlines AND how to achieve the grid effect. I'm pretty sure this is similar for the PS users. It's pretty basic.
I'll be using a banner I made for AM's banner contest. You won't find this on google, folks. I took 8 different images to make it. Booyah!

Anyway! How to begin:
Make a new Layer Do so by clicking on your Layer Palette
Fill your new layer with a dark color like black or gray with your paintbrush. I'm using gray for this example.
Effects --> Texture Effects --> Blinds Check Horizontal Width 1 Click OK
Change your layer to Multiply This is what you get:

To achieve the grid, Click on Effects again like so:
Effects --> Texture Effects --> Blinds Uncheck Horizontal Click OK
This is what you get:

That's all there is to it. By playing with Opacity and Layer options, and using lighter images you can achieve brighter and more dominant effects. I prefer it more subtle, myself.
